Adobe Flashplayer is a technology that will be discontinued due to flaws in security and resources needed. Silverlight is much the same, future is HTML5 that is supported. You don't have it also on any Android smartphone, so I don't think there is any hope it will be supported on Android TV

As Rooobb mentioned, flash is dead

However you could try sideloading Dophin Browser - which has flash built into it.
