Is it MMS that you are referring to? If that is the case, can you send pictures in a text message or does that not work either?
To send MMS, you will need the correct APN settings from your operator, or you can download them in the device under Settings > Network & Internet > Internet settings> accept and wait from them to be installed > restart the device.
An easy test you can do is to just send a MMS to your own number and you will see if it works both ways.
