ok so i redownloaded the update usb files, attempted update, tv did not redo update because its updated and matches same firmware version.
checked in all apps for quick settings (com.dtv.quick not there) but cleared data for system update and ui.
left firmware usb connected (dont think it updated) , reset internal storage, reset to factory, completed initial setup, pressed the buttons that were not working, now everything is working.
redoing my setup today, external ssd(device storage) , apps, custom pictures for all apps, picture modes (vision, hdr, +, etc) and sources, sounds, avr, shield.
