What do you mean can't access the menu?

Settings >> Display >> Brightness

Untick - Adapt To Light Conditions.

Set slide to about 40%.

It sounds like you are referring to the Talkback mode where it speaks everything to you. If so you need to double tap items to access them so this should allow you to access the menu. Once you have done this navigate to Settings > Accessibility > Talkback - Disable.
