Safe mode is a troubleshooting mode where all apps downloaded from Play Store are deactivated temporarily. By rebooting your phone in safe mode, you can see whether this behaviour is caused by a downloaded app or not. For more information on safe mode and how to use it, click here.

Have you tried clearing data for the Xperia Home app? This will reset all settings for the app which might do the trick. Find and tap Settings > Apps & notifications > Show all XX apps > Xperia Home > Storage > Clear data > Tap "OK" > Restart the phone.

Please note though that this will reset your settings for your home screen, so if you have any widgets or shortcuts added to your home screen, you will need to add them once again after this measure.
