iPhone has a lot of options behind a locked screen.
Android could learn from that.
For you:
On your lock screen you have the Google option. And Google asks you to unlock your phone.
Still it is kind of a shortcut to you flashlight.
Power key behaviour (settings->gestures) doesn't give you access to you lantern either.
And there are apps that can help you. Search the web.
Please advise an app that can implement this. In Google Play found only the old, for Android 4.

It would be nice, but the alternative is to set Google Assistant available and voice recognized when the screen is locked; to say "Okay Google, turn on flashlight"
Or have it on the flashlight in your first-page widget.
