Has the phone been blocked from working on that network? Is the phone an import?

This could still be related to the SIM card, I suggest that you use a different SIM in the Xperia device first, as putting your current SIM in another phone does not actually clarify that it is the SIM or not, as the SIM may work fine in other devices.
